The Brazilian agency informed Apple last December that selling iPhones without a charger was a violation of consumer protection law, and the latter responded that most customers already have backup power adapters, and that providing other devices in the box is not necessary.

After the fine was enforced, Fernando Kibes, CEO of Procon-SP, warned the company again, saying,

It needs to respect and understand Brazilian consumer law and institutions.

In addition to selling devices without a charger, Apple was also fined for misleading customers about the iPhone’s water resistance.
